web 2.0 have always been good to build backlinks for your site.

Using web 2.0 to gain backlinks is good but make sure it wouldn't be in big numbers

sure you will do it.

sure it will pass link juice to web 2.0>moneysite.
You can try low cost PBN also as T2

Try creating PBN sites on a different hosting, with a different domain and with a different author name.

Your own PBN network should use as T1 not as T2
For T2 check marketplace here or you can try other places, it's your choice

you can use gsa to scrape but scapebox can scrape the best web 2.0 and then blast back from gsa.

the scapebox method takes skill and pratice .

Web 2.0s are almost impossible to penalise, you don't have to worry about your money site. Blast from gsa can be useful when you can index those links. They can't rank medium/high competition niches but for low competition it might be okay.
