Best email lists are build by yourself. Using social media, sem and other pay per click campaigns, the most targetted audience is found and have highest conversion. Obtaining list through scraping or buying list doesn't converts that well though.

For facebook - market yourself through facebook groups or best is to just create your own private group and anyone joining the group will have to enter email before joining and double optin before he/she's approved inside group. Its old school but works best.

For Facebook/instagram/Twitter - Giveaway freebies which are related to your niche and valuable for your audience. If its health/cooking/gardening, giving away health/cooking/gardening related pdf's or ebooks would work like a charm.

You can buy a list of targeted emails of people specifically in your niche who opted IN to receive third party communications - these are well worth the investment and allow you to find an audience willing to buy your product much quicker than building your own list.
