Basically I have done Local Citations, Business listing, Backlinking, Directory Submssion, Social Media..Does that mean I know partial Local SEO?

Basically if You'r doing local SEO, get some ZIP or address for your property, use mapping, spam local site's reviews.

You would also want to get as many business directory links and citations as possible. That's a HUGE factor for local seo

SEO has changed, Google changes their algorithm approx 600 times in a year.

Business Listing, Local Citations are okay

But BAcklinks, Directory Submissions, Social Signals, Bookmarking these are OUTDATED SEO practices & Google may penalize you for spammy seo
