If you need Bing ads coupons follow the next steps:
[Note: Thread is fully optimized for newbies]
1. Use USA IP address, you can use any free VPN out there.
I used Hotspot Shield VPN to get ip address from USA:
(You may choose another country like UK, Canada, Australia, Germany... Bing offers coupons in many of them)
2. Navigate to www.bing.com and type in "submit website to bing"
Open www.bing.com/toolbox/submit-site-url
3. On the next page fill domain and captcha field - then click on submit
It would be good if you enter your domain right away because you will need to verify it after.
4. You should receive next message
5. Now click on "GREAT! SIGN ME UP"
It will navigate you to this page:
Simply click "Sign Up" there.
6. You should get pop-up with next options:
Choose whichever you want. I used my facebook account.
7. After you finish sign in process it will navigate you to the next page:
You don't need to fill this right now. Just scroll down and click on SAVE.
8. Now it will redirect you to this page:
Now you need to verify your website.
Click on BingSiteAuth.xml to download it.
9. Now you need to upload it on your website. Login to your cpanel
I'm using namecheap hosting, for you it might look a little bit different.
Enter Cpanel username and passwords.
10. Open File manager and navigate to your domain location
11. Click on upload and choose your file (BingSiteAuth.xml)
12. After uploading visit it once, - navigate to www.yourdomain.com/BingSiteAuth.xml
Then go back to Bing master, scroll down and click "VERIFY".
13. Now when it's verified you are almost there. Now go to bingads.microsoft.com
And click on Sign Up Now
Enter your email and click next.
14. Next fill out this form:
You can use phone number from fakenamegenerator website. Scroll little bit down and click on Create Account.
15. Next Choose "Create a new campaign"
16. Scroll to bottom of the page and click on "Skip campaign creation"
17. On the next page we need to add Billing info to be qualified for Bing Coupon - Click on Check/BankTransfer - You can remove it after you get coupon.
18. Now go to fakenamegenerator and fill out address info for check.
Then click create.
19. That's it, now you are qualified for bing coupon. They will send it to your email in approx. 3 days. It won't be immediately.

20. How to redeem your coupon? You can redeem this on any new account (not older than 30 days). To redeem it they will ask you for credit card - it must be from country you registered your account. I think that you can find sellers here on BHW they will provide you VCCs (Virual Credit Cards) which works with Bing. You will need pre-loaded VCC since bing wants you to spend little bit before they activate $100 for you.

Alternatives:
You can always sell your coupons for a few bucks (Ebay, Craiglist, Amazon...). That's why this method is good for newbies, you can earn some money which you will reinvest in other projects. I hope this will help someone.
