Yes if you picked a Dallas VPS server then your setup would be in Dallas
VPS are dedicated IP
If you want windows you will need to pick a KVM server
Yes you can always add more IP as long as your current IP are not blacklisted
If you order a managed VPS then cpanel is installed on it. If you order self managed KVM VPS then it would be an add on option for cpanel.
