You would need to order a KVM VPS. Once you click on it to order there are some upgrade options. If you look at the section for OS you will see windows in the drop down box.
 
When i click on Order now and inside cart i cant change the billing cycle to annually.

which hosting plan are you picking? As there are some that are annual hosting only. So let me know what hosting plan you are picking and what options and I can have the team test it out.

For openvz servers we use solusvm for the controller of the VPS you can always add on cPanel to the VPS as well.

What questions do you have and I will be happy to answer anything that I can for you. Starting out with your first site I would recommend starting with just a shared hosting plan. Then if your site grows or you start adding on more then look into a VPS server at that time.
