Creating animated videos

I've seen this one guy who created a video of himself (animated) talking, like doing a speech/monologue and i found it quiet cool. i'd like to do something similar to test a few things out and see if my followers/readers would enjoy that also.

Is there a good software that can produce something like that with minimal skills?

You can upload a vector graphic of yourself to a site like GoAnimate quite easily and use their lipsynch technology to animate quite easily
