Go pay for a course or read a book, no one is going to write out reams for you.
Once you've learned a few things, come back with more precise quires about what you don't understand and people will be more than happy to help you.

Mastering this skill is a great goal to have. The best way is just do it. Go out there, contact webmasters relevant to your niche, try different email templates. Trial and error is how you can become a master.

I mean you are potential a fake account created by a seller on the site to make fake reviews. Maybe i'm wrong, but the mods will be able to figure it out.

Patience is the most important thing in this method. Never give any commitment to your buyer, that you can provide approved link in so and so time.. NEVER DO THAT.
Also, hire THE BEST writers for guest blogging.
Coming to outreach, dont simply email them for a guest post.
Show your previous published URLs.
And mainly pitch some ideas what THEY ARE MISSING in their blog section.

In addition that what rocketman said: Personalize, show that you actually had a deeper look at their site. There is nothing worse than all those totally generic outreach mails I see daily, click, added to spam filter, thanks for wasting 5 seconds of my time...and you'll never get a second chance for this site/webmaster. Also, use a real business email with a signature, no matter how nicely written your mail it, if it comes from [email protected] and there is no physical address and phone number in the signature, it doesn't look professional.

Keyword - potential. Someone replying to a certain type of posting doesn't imply he is a spammer. What if he's really interested in that topic?

Here's a tip that will increase your success drastically: have something that's worth linking to in the first place. Sounds simple, but if you're running a poor looking site full of affiliate links, you're gonna have a bad time.
Also, keep it short, sweet and to the point. Don't beat around the bush. Don't bother saying "hope you're well/I love your site" etc. Just ask them if they're interested in having a guest post written.

What don’t you get about it can potential imply that? Is that too hard for you to understand? A fresh account replying to posts made by other fresh accounts, which the method has been reported before by other members.
I was reporting it for the mods to look at, maybe they’ll both have legit IP /no shared account, but until you report it who knows.
