They cannot as PR is no longer a metric that is available to the general public. Google may still have that metric in their quiver but as to it being public that is not available.
Should someone be using that metric, and show you sites with that metric, they are using information that has not been updated in years.

I think you might want to find out how to create the same service. Usually SEOers here use GSA + VPS to make it fast and automated. Just search for anything that contains GSA, or GSA ranker word as your keyword in Fiverr or search box of this forum.
As for the page rank/PR, ONLY Google knows what the ACTUAL PR of those websites, but they no longer anounce those publicly since 2013. If the SEOer told you that he can get high PR backlinks, most likely the PR score is outdated since 2013. So don't waste your time on it - that is just a selling point of that SEOer.

Exactly. Also, GSA don't create these links.
It surprises me because he assure ranking improvements or full refund, but for 100% sure they don't improve anything on serps.

The sites may help in your rankings but there is no way to qualify them as being PR Anything as that metric has not been available to the public since I was in my 50's.

I still get at least 1 email a month asking why my software do not support PR anymore....
It blows my mind that anyone would be reading a guide or watching a video that is so out of date. I guess if you are uninformed about something it can't be helped but dang the last PR update was 2013.
