Both, but only in sections where they count. For example, posts in the lounge don't count toward your post count.

By the way, your post count is your "message" count. Right now you have 19.
 
Do mods/admins have to activate PM functions manually after hitting 15 posts? I still can't seem to PM after hitting 15+ posts.

No. Once you hit 15 posts, the system takes about 15 or so minutes to update before the function becomes available.

If you're desperate to sell without the wait then look at buying a marketplace seller account upgrade.

if u wanna be a vip to sell then its 100 posts + vip fee 97$ a year
if u wanna sell without being a vip its 499 market seller account
no way round it.
 
i'm here to learn and share about blogging, seo and social media, my account will grow normaly or do i need to buy something ?

You only need Jr VIP or Marketplace Seller status to be able to submit a sales thread, the other payment you mentioned looks like you've bought Premium Membership too, which isn't necessary. If you send me a PM with the transaction details, I can look into the additional upgrade and refund it if this is correct.

But - I really can't emphasise this enough - the best way to become a good seller on the marketplace is to engage with the forum, get to know more about the community, look at the other services for offer and see how buyers respond to them. Investing time in the forum - before getting members to invest in your services - is the only way to get experience and gain information you wouldn't think to ask about.
 
Have you up priced the Jr. Vip? I was going to get it and the text says $97 but then I have to pay $117

When ordering, it states just below that:

All orders from the EU will have VAT added at the appropriate rate.

If you're outside the UK but VAT registered in the EU, then you just need to put in your VAT number and you won't be subject to the charge (obviously you would still need to account for it yourself under the reverse charge rules).

I understand, you want something I would read from the beginning of the rule of selling accounts. Then, I realized I should not have an infringement, at the moment I have 1 violation that expires in two weeks and only after that I can sell my accounts, did I understand you correctly?

And most importantly, I have been selling my accounts for a long time and I have a lot of experience selling.

I've been selling accounts for 5 years.

I do not need to refund $ 97, let this money go to the site development.
