From a purely technical SEO point of view, is a PBN site with real traffic better than one without traffic?
I mean, does Google give more weight to backlinks from the pbn with traffic, or not? Assuming metrics are identical.
Definitely, PBN with real traffic is an advantage in SEO perspective.
The more backlinks the better.. You will get lot more link juice from the site with more backlinks.
likely to pass more juice - as in Gs eyes it’s a real website, not being solely milked for its historic Backlinks and reputation. Simply put, a website with traffic, built to target a few keywords is a natural site - a money site.

We're talking about if BOTH sites have the same link juice (but one has traffic).

The amount of traffic is irrelevant. If the PBN is any decent it WILL rank for some keywords and have some traffic, but more traffic wont make the PBN any better. Let me explain:
PBN 1 - Game hack niche. Gazillion searches per month, a nice few hundreds unique visitors.
PBN 2 - Expensive medical products, 1k searches per month. Few dozens visitors.
Both PBNs are good, despite the difference in the traffic.

Google does not rank a site with traffic any higher than a site with a little, but still, if you already have real people on a site then the chances of some of those spilling onto your target site is good.
That makes it a better prospect surely?
