Private Blog site with traffic?

The amount of traffic is irrelevant.

How come some SEO sellers are trying to pump the fact that their pbn has traffic? As if it will make their customers' sites rank higher coz of this.
 
Traffic doesn't make your backlinks stronger.

You can choose to monetize a PBN (or web 2.0, guest post, etc.). And if you want to put the time into doing that, great.

But traffic won't (inherently) make a site's outbound links stronger.

Thanks. Still kinda confused. Sounds like the chicken / egg scenario. A site can't get traffic from Google in the first place without backlinks, but somehow traffic is part of Google's algo?
No. Google doesn't even necessarily know how much traffic a site has.

They can look at things like CTR in the SERPs and can estimate factors bounce rate in that context. Even if CTR/bounce rate might impact SERP position for particular keywords, it certainly wouldn't impact the strength of outbound links. That's a different topic from the original question, though.

Either:
  • They believe dumb things
  • They want to take advantage of clients who believe dumb things
 
The higher chances that someone will click on the link the more weight it will provide to the donor.
That's why donor with traffic is better
