As far as I'm concerned, it might depend on lots of things. Might depend on their and your type of content, your reputation and so on. If you take a short clip, say less than 5 seconds long, and put your commentary over it, it might be considered as a "fair use". But then you really want to make it clear you use it for scientific or educational purpose. It's a walk on the edge. Better look for legal advice if you want to be sure.
You also can try to ask for owner's permission directly. Yes, you can do this, and yes, it may work.
