You need a verified account to sell
Is this new needing to have a verified paypal account to sell? I used to sell without a verified account all the time. I thought verified means adding a bank account not just vcc? I was just going to post if a vcc is even needed for paypal if one is added to ebay.

lol of course you can sell on ebay without a verified paypal....you will need a vcc though and at some point it would be wise to fully verify
When creating ebay account before being able to list anything for sale it directs to the paypal site to put in a credit card?? Not sure if its doing this because I don't have one listed in the ebay account for fees or if its something new. Anyone been able to make a seller account without needing a vcc for paypal?

When I hit 1700 Euros in paypal, they limited my account and they sent me steps to follow to lift the limit. So a verified paypal account does not means ONLY adding a card to it, you also have to upload a bank statement + ID Card + a proof of address that means an utility bill (electricity , phone or gas bill). The name on your documents (full name - including your third name if any, home address) must be exactly as you entered while you registered your paypal account.

You need a credit VCC, not a debit one

you can also fully verify your paypal by adding your ssn
