UPDATE:

Got a lot of followers yesterday, accepted them all and now I'm waiting for the next shoutout (I bought 5 shoutouts for $20). Nothing special, they are liking and commenting the posts. The next thing I want to do is "tag your friends" call-to-action, so their friends must follow the page in order to see the post (and the tag). I'll do that after the next shoutout.

Your plan's looking great so far, but please stay away from CPA in general. If you want to go whitehat, sell your own product or do dropshipping. It is much more profitable that way!

I did a short test: set the profile to public ----> less follow rate. I set the profile back to private -----> follow rate increased. I will let the profile private until I get a decent amount of followers.

The shoutouts are really effective, I got a lot amount of followers during this day.

As others suggested stay away from CPA and IG if you want to do long term projects, Instagram is good for dropshipping and selling shoutouts without problems.

I got 1000+ total followers from 5 stories. 2 stories per day (morning and evening). I created the banner myself and the big page posted it
