but yes you have to promote your site like if you are from that country

may be you can use small amount of backlinks in english if apply, depend the niche

If you buy traffic from a network you can choose where your traffic is coming from.
Other than that you could install a GEO redirect plugin if your using wordpress.
If your site is an HTML site you can do it via the .htaccess file do a search for "htaccess redirect based on country ip"

yes also craiglist (never worked on it), but in some country is not really used.

I have porn site for example, enough I do on page on target language, offline seo local language, twitter and some other local social network targetting the local language.

If was another niche the same, I would do all in the language I target, just study the competitors strategy
social you have to see the most used in target country, then use that ones.

Buy traffic too, you can buy traffic coming from target country.

Buy banner positioning, in local sites.

I have a 4 language site, each language is promoted in the target language, I have 4 teams working on each one, but that specific is a news site, may be easier for you
