Is it better to make one website on 2 topics or 2 different websites?

depends on that on which scale you are going to take your sites, if your topics are relevant to each others than you shouldn't make different sites for them but if they are totally then thumbs up for two different sites. Well in my suggestion you should keep both topics in 1 site and if your site is getting visitors in good amount then you should go for 2nd one also.

If topics are different, then better make two sites. If topics are very close to each other and one topic complements the other, then make one website.

one mayor page has several advantages. It starts with keeping care of and will have more value in the future seo wise as well. you could have seen it over the time that thin content or 1 ages sales pages where devaluated over the time. so one page offering more information about a niche will be doing always better .....

Depending on the availability of your time or manpower to manage the page/site, and if it is managed by yourself, then to save time, perhaps having 1 site with all type of content would be better, as it would make that site a little bigger in terms of content-wise, which should be good for SEO purposes. You can have sub-category for the specific content in the process.
And when you save time in 1 aspect, that gives you more time for other things, like marketing/promoting your site, which is another important aspect, as the site won't get discovered by itself. Perhaps, you can focus more on building or exchanging links, or gradually increase your site's authority, or even to increase user engagement on your site, such as having a lively debate/chat on the page, which would seen as a big bonus in the eyes of any search engine. And with those in mind, you will have more time to think of ways on how to monetize your site as well.
