I have an idea and I'm interested to do CPA content locking, but for copyrighted materials like ebooks. But all above CPA networks won't allow to do that. Please tell me, is there a way to content lock copyrighted materials with above CPA sites, or is there any CPA site which allow to use their services on copyrighted materials... ?

I doubt it was just a couple
but you have to warm up the account properly.You can't make a new account and just invite random people out of nowhere.
Photo verification is nothing special, just send a photo and make sure you change the footprint so it isn't identical to a Google image or whatever.

I guess the fact that my uploaded photos when creating an account was kind of sexy and a girl was in a laundry had an impact on banning it
