i signed up to offervault and i want to know if i can make money by creating a website using jimdo (free website builder ) and share the link in forums , facebook , blogs ... i don't have any money to buy a domain or hosting .
also i want to know if i make any money can i received i have an unverified paypal account thanks

You need to verify your Paypal account in order to receive payments. You can do that by using a PVS or buying a phone number for 2$ per year ( you can do it by collecting points through downloading apps/ doing surveys in the app ) using Dingtone or a similar app.
