Is it possible to pay blogger to insert retargeting code for their visitors? Maybe say $10 to insert a line of code in the body section of that specific blog post? This way we can collect data on relevant visitors and then remarket to them through facebook ads or similar. Will help a lot for media buyer in reducing their cost of advertisement.
That's an interesting thought. While it may be possible, if I were the blogger I'd be hesitant to do it for just $10 though. You can certainly try, just be very upfront what you're trying to do.

There are some in the network that will work for that little; looking at our data, I think the lower costs of links is coming from taking an old post and updating a bit of text to a hyperlink -- articles w/ a link are going to cost more because they are more time intensive, regardless on the Power Trust score of the blog.
