Paypal has quality controls, too many refunds and they freeze your account. Stripe does not let you dropship. If they find out they will close the account.
Your not actually reading what people are writing.
Keep the store but fix the issues which means buying in bulk and sorting a warehouse. Thats a lot of work, so you would be silly to fix them and then close down.
Or
Dont fix the issues, complaints will scale and your accounts will be closed.
Or
Ditch the store and build a high ticket burn site.

As for my experience, yes. Paypal does not take action till a moderator enters into play, this way they release work load on their human stuff and so money at the end.
As soon as you refund buyer your trust and your history in paypal increases as trusty seller.
Now the problem i faced once was, many "smart buyers" buying and asking for a refund for the same product. So is to say, be cautious with friends of this refunded buyer, if he is honest, no problem but if is one of those who publishes what have happened or is a competitor man you will have a hard time.
But do not worry about this, it is very rare, just focus on this : "check if your return rate is above 3%", if so, quit the product for a while or offer just signed shipping.
As for paypal, you are on the right track.
As for your store i would say same.
