Blue badge is free, You just need to pass the certification. For red badge you need to spend 10k dollars worth of adwords

On that link, I'm looking at the requirements table.

It says the following next to Spend under the (blue) Partner badge:

Meet a 90-day ad spend requirement of $10,000 USD across your managed accounts to show that your company has a healthy amount of activity.

For the (red) Premier Partner badge, it says:

Meet a higher spend requirement across your managed accounts to show that your company has a healthy amount of activity.

So does that mean you need to spend $10,000 within 90 days in order to get even the blue badge (Partner)?

For personal accounts spend does not matter. Certification is free. You get a certificate like the one below regardless of spend and the rules mentioned

the rules mentioned above are for company accounts. That means for getting certified as an induvidual person is free. for company accounts, the above rules apply
