Have you tried having the person your sending the money to request an invoice from you?
Tried it too. Also tried request a money. Tried to pay for some ebook too. None of it worked.

In past i faced this problem too many times, what always helped me was doing some activity on paypal like browsing history of payments for few minutes everyday, then after 72hours i tried to send 3$ if that worked i was usually able to send any amount i want.

also you can try to send money via paypal donate button or find website which let you setup your "store" and try to send money to desired paypal.

I tried from maximum to lower ones. Even $5 won't work which usually works.

even that also do not work.
the main cause is VPN. Do not use VPN it creates this problem.

Best solution is to wait for around 24-48 hours and try again, this happens almost every time to some accounts

Well then I advice you wait more that's just the solution because this happens to me but in my case it reaches around 4 days before it works and have been happening a lot of time but not always, but am not using any vpn to login to the acc although am using a UK business Paypal account at the moment and it's still active in good condition.
