ThanksComoros Islands has the cheapest as far as I'm aware at $20,000 USD but its that price for a reason because no one wants it. UK / USA are from $2 million but that gives you residency only, may as well go tier 1 or investor instead. As for citizenship the Caribbean offer best Value from $100,000 through Hurricane relief fund. The best of the Caribbean IMHO is Grenada at the moment, as it offers visa free to not only Europe but Russia and China as well as the all important E2 visa to let you live in the United States. It's soon to be from $150,000 through the national transformation fund for a family however If you have $350,000 to spare I would advise buying a property, one of them has a guaranteed buyback which will make getting a passport 'free' or better- Search on google for "cbipassport" one word and you may find it. Okay, Thank you. what about paraguay?Just did quick check and Comoros is still the cheapest Citizenship program. It appears $45,000 for a single or main applicant and $20,000 for a spouse. That was my confusion with $20,000 figure. You will not obtain legal citizenship for any amount below that figure, also for this you can not be a PEP and must still pass three layer DD. The $10,000 figure mentioned by OP is unfortunately unrealistic, legal, DD and agency fees will cost that or more. Only other ways are illegal and I won't obviously advice those.
Like I said previously the only way to get a passport for below $10,000, or to make money having a passport, is unfortunately to have money in the first place (things are expensive for those that can't afford them and free to those that can)
First world citizenship will require from $500,000 like Malta. The UK / USA offer a bond program from $2 million. Investor Visas like tier 1 or E class entrepreneur visas will be from $200,000. In addition those only give you rights of residency not citizenship and all come with various hoops and restrictions.
Cheapest useful citizenship, particularly if it is mobility or residency you are interested in is Caribbean (OECS) with contribution from $100,000 or like I said earlier by buying a CBI property and resell later like the one I mentioned in my earlier post is in Grenada that has a guaranteed buyback. I wont link it here but you could just google 'cbipassport' they have a comparison table of all the programmes (PM if you cant find it) or do a google search for CIP marketing agents and that will give you many companies that specialise in this arena.
If you are a PEP or just a citizen in mortal danger then you could look at a different avenues like asylum or more rarely defection.
