AFAIK Paraguay is offering 'residency' not 'citizenship'. You can apply for Citizenship after 3 years of residency but the key word is apply, they will still want to assess you and your affordability to invest and/or live will be a deciding factor and many people have been turned down. You will also need to live physically in Paraguay for a set period prior to applying I think its 6 months per year for three years. You will need to also learn Spanish. That's off the top of my head so please do your own research. Also there have been many reports of scams in this area so caveat emptor.
