What type of linkbuilding should I do for a new domain ( 3 weeks old). Forum profile backlink, blog comment, web 2, image, video, document share, tier link building. Which will be best? high PR profile backlink like abode, amazon, HP. has any value now or everyone use it for diversity only?
 
If you're mentioning things like this "high PR profile backlink like abode, amazon, HP. " I'd guess you've been looking at Fiverr.

Get your onsite as good as possible first of all.
Let your site settle down, sprinkle some cheap and cheerful social signals on home and inner pages, then look for a diversity seo package.

@DX-GENERATION has a couple in the marketplace, @newkid... has SEODivine and @LukaB has a couple of good seo packages too.

Then after 4-6 weeks of this kicking in, go for @splishsplash monthly PBN links from Wolfnetwork.

Your better of with social links first, facebook, twitter, reddit. You only need a few to begin with.
Then after a couple of months of doing that, you can move on to more aggressive link building.

How is this asked in "White Hat"?

Because most people are clueless in regards to what a manipulated link is.

Am just doing a test myself :D 3 weeks site using many links (quality ones though) had ranked #3-4 for most keywords but its dancing like crazy. I built 1 wikipedia, tons of profiles and some web 2.0 but the site got good onpage SEO including amazing loading speed :) I would say to analyze the keywords properly first then just go for it to see what works on such difficulty keyword (so you know what to do on next one).
 
Minumum domain 1-month-old then you can use white hat technic better for a new domain.

Mate, first start with blog commenting, forum and then do the guest posts with a quality content.
Analyze the site ranking after doing these things. Then you go for rest of the backlink methods if needed

It's Depend on Your Keyword Competition.
You Can Target Homepage Of Or Inner Pages According Your Suitability
While Making Web 2.0 Keep In Mind Anchor Diversity, Better To Use 2-4 Anchor

Depends on the PBN quality and amount / speed of new links. If you go with cheap spammy PBN, then there's always risk no matter how old your site is... the only difference is that let's say with new site you start with up to 10 links having them drip fed over a week, then move on with more and more links; whereas with older site that already has backlink profile you can add more links at a time.

not at all if you use a real PBN that you created yourself. dont buy one of those fake PBN services that are nothing other as link farms and expect good results.
remember as soon as a PBN is public, its not a PBN anymore ;)
 
First increase your social signals to your sites, using Social media sharing FB, twitter, Use Pbn as tier 1, Web 2.0, video submission, as tier 1, blog commenting Profile as tier 2.
