Back to your question. From my personal experience, new accounts typically I can follow between 100 and 400 spaced out about five seconds a piece before I hit a block. Aged accounts, it can be anywhere from 400 up to... I think one account I have my VA can follow over 1,400 in five second intervals over the course of two hours before getting the "you can't follow more people at this time" warning.
All accounts vary, though. My experience with Twitter and Instagram have been similar. Older accounts with more followers get more daily follows before hitting the wall, sometimes upwards of 1,400 to 1,600 in a day's time.

I'm curious to see more people's responses, @Sherbert Hoover 's response is a bit surprising to me honestly, I have some pretty old accounts (5+ years old) that I used to run day in and day out for following/unfollowing, but I've gotten several suspended that were a pain in the ass to recover recently, and I was only following 100ish per day per account with a 10-15sec delay.
Could just be that FollowLiker is utter garbage now. Not saying it is, but seen a lot of hate lately so that could have something to do with it.
