Well if you would like to go deeper into the web2.0 and see which one is better -perhaps you can further analyze the link profile for the expired web 2.0 - analyze the links and see which one has a better link profile. Often, a good site that has another quality pointing back would either boost its PA or TF. I'd go for the TF metric >20, and check using Moz's spam score for the link profile. A high spam score wouldn't be a good candidate for the web2.0, as it suggests that the web2.0 has a lot of spammy links pointing back to it, thus it would be better not to use that respective web2.0

They still work. Not as good as 3-4 years ago, but still good for easy kw and still good for foundation.

What alarms set off when a page goes viral on tumblr or any social network or press release networks?
Most of the times that is not an issue. The issue is usualy the quality (indexed blogs, content, anchor text).

Agreed with @mindmaster on multiple links from the same domain being fine.

Would add that there are like six million web 2.0 platforms. If you're making web 2.0s, there's a lot of diversity to be had there. Why not to create fresh web2.0s according to your niche and boost it with buffer backlinks. You can do that with clean list of xrumer or gsa ser.

Well, Xrumer and GSA blasts have almost no value/power nowadays. And with getting expired ones, you don't have to screw up with linkbuilding if you do not want to. Web 2.0s do not really get penalised, nor they are toxic, so no need to pay too much attention to overall cleanliness there at all.

1. DA 45 but cf 3 tf 5
2. DA 30 but cf 9 tf 10

I think DA 30 with CF 9 TF 10 is better as compared to DA 45 cf 3 tf 5, because we count DF/TF and anything near to 1 is good.
So what we get in your case is DA 30 with 1.11 DF/TF and DA 45 DF/TF 1.66. So 1.11 is better.
BUT I RECOMMEND TO BUY BOTH DOMAINS AS BOTH HAVE DF/TF NEAR TO 1.

Citation flow refers to the popularity of a link in a site without considering the quality of these links. Trust flow is based upon trustworthy a site is by measuring its quality. So the second one is better choice.

I mentioned the number of licenses to underline the fact that I used to be heavy GSA user. If it works for you, alright. Nobody will convince me that GSA is worth keeping around with all the costs. VPS, proxies, captchas (if you want decent links, not easily solvable by captcha breaker), perpetual need for clean list, and also time dedicated to the projects, etc. All for, at best, low end tier 1 links or tier 2 spam blasts. Nah. Not worth for me nowadays.
