How to make 1 desktop can run 10 windows with different ip address?

You can run on your PC many instances of Virtual Machines with installed operating system on each of them (like virtual box from oracle for example) .
Then use some kind of Proxyfier or ProxyCap to run each of the virtual machine on different IP. To do that you will need to purchase some sock 5 or ssh proxies.

See if you can open more than one instance of FOLLOWLIKER software by installing it to different folders.

If you are already using proxies on Followliker, then perhaps there is no need for 10 windows to run many instances of followliker, as you will need to pay for additional FL licenses as well.
But if you really need 10 Windows, that can be achieved through a virtual machine. You can setup multiple virtual machines on your PC, and you will need multiple IP addresses from your ISP, or if that is not possible, use Proxifier to change the entire outgoing traffic for that 1 virtual PC, to the IP of your proxy (which is similar to using a proxy on FL instead).
