no one can reply to this as there are too many variables; there is no very simple mathematical formula that will tell you how to rank on page 1 or in top 3; in particular the question "how many backlinks" cannot be answered as there are weak links, strong links; and what is the anchor? etc.

Well, atleast the ahref kw difficulty being at 0 implies that the competition is ranking on interlinking/hidden pbns to the page rather than visible direct links to the page

Export the competitors links via ahrefs, put them through a google index tool, and then audit their links, that will give you a better idea on how much is needed. Don't hammer the page with too many links if the niche is doing it. Build links to pages that interlinks to the ranking page as well
