If your backlinks are spun contents, will this make your money site get penalize for that?

Penalized, no, but it could kill their value. Depends on the quality of the spinning. The best spinners manage to produce texts that are still sort of readable yet unique enough. If the rest of the property you use is not garbage, you may see results.
Google does have and keeps improving its own tools to detect poor quality content, so got for the best you can.

You need to manually spin your tier ones so that they are readable. Basically the farther away from your money site the content is the less the quality matters. Tier ones should be well readable, tier twos be a bit more aggressive but still mostly make sense, tier three go for it and spin the hell out of them.

It will be a problem unless you know how to do it properly. 95% people just put it into spinner and post whatever it vomits. It doesn't work like that. Unless you know what you are doing, always have your tier 1 content hand written and unique. If you can't afford a writer, hit up @littlewebdragon for $1 a piece articles and you are set.

Spinning still works. But make sure that it's readable and there are no grammar and spelling errors. My suggestion is never to use them to your money site or even sites pointing directly to your site. Ideally you would use them for tier 3 sites.

I don't see any issues in using spun content anywhere - just make sure that it meets 20-30% uniqueness, or has 20-30% different unique content that can be hand-written, then it should be good to go. However, heavily spun content with unreadable content has no value, and it looks like the SE has an algo that detects this and would devalue the link juice coming from these content. Possible 20-30% hand-written content at the top portion of the article, then spun content below, then perhaps that should work a little better. Hand written content is still the best though. And hand-written content that has user engagement on your article, would top that further.

You need to make it humanly readable as google emphasizes on content quality a lot. A good way is to spin your articles sentence by sentence, manually.
