If you let me know what time you were trying to post, I can check the log. But.. I'm going to take a leap here and assume it's because you were trying to post a link or phrases that get picked up by the spam filter.
It monitors newbie's first 15 posts and prevents you posting content that appears spammy or bot-like. You'll have to wait till you've got a post count of over 15 and then you'll find your restrictions are mostly lifted.

I'm afraid not. All account upgrades require you to pay the upgrade fee annually.
