-I saw One account growth within month is 40k (without follow/unfollow people)
-but he post arround 20 to 25 post a day
-posting more picture on instagram can get higher growth??

How is the engagement? I mean, are there lots of people liking/commenting the posts? If no, then I would say fake followers (bots, bought from some service, ...)

Without more information it will be really hard to say.

Can you provide the name of the account and maybe we can have a closer look at it?

With that many posts it is a high chance it's a fake account - a friend of mine got warned he was posting too much with 5 per day.

High chance he's involved in engagment groups, or more likely option, that its fake followers.

follow the celebrities account..while u following them, you get the attention of other peoples

He had a big account 230k which got disabled. He is popular in his niche. Followers from old account may be following him.

he scam people. he don't have any big account . he told about @gunsfanatics . he just add 's' . he use other person popularity I think because @gunfanatics account still active

I was going to say that maybe he has other big accounts he can use to like or L4L to this account.
But if he's posting 25 times a day wow, he can't have that many accounts or else it would be unmanageable.
Or maybe he had already saved all these posts as text files in a folder and just has to reload them?

To answer your original question to gain followers without follow/unfollow the main ways to gain are

Explore- (posting 6 times a day and doing l4l and c4c with other pages) [best option rn]

Self promotion- big pages with comments (theres a certain way to do it that is still semi-valuable)

Sfs- good if you allready have 100k+, risky cause you can get disabled

I also felt it was fishy when someone has 1000+ likes on a photo but no comments. But looks like a lot of the like profiles are legit.
