What if I scrape articles that once were used in a site and put it on my blog because that old site is down now and the article is plagiarism free?

Does this have any downside? Can I get any hammering from google? Do they keep records of the articles whether they were used before or not?

There is no problem in using the article that was once used if the very article is deleted or the site where it was published is down. It is surely gonna be plagiarism free. But still little re-writing and changes will keep you in safe side.
The problem arises only if the original owner of the article claims for it and how far he can go.
Remember there exists the way back machines which can be your sworn enemy..

Though personally It's not my personal preference, I have seen others aiming for 70% uniqueness, if that helps.

But if you ask me, why not go 100% unique to stay on the safe side?

Shit, so if I use an article that was used before, but is no longer indexed, Google will deem it duplicate content!?! Man, so I bet Google really hates my RSS autoblog and my PLR article filled blogs!
Oh, wait, I am ranking with scraped expired content, an RSS autoblog, and a 100% PLR filled website. Shit, better report myself to google for duplicate content.

OP: you'll be fine with scraped, expired content, just toss a few lines in Google occasionally to verify it isn't still indexed(if you care).

As far article is not indexed ,you are good to go.If article is indexed you can spin it easily.you have 2 choices manual or auto spinning.You can google for spinning sites.

If i were you i would test it with a test site.In basic you it must be ok as long as it's not indexed it google.But test it with dummy site. It never hurts.
