I suggest you do blog commenting consistently like you have a quota to achieve per day. You can hire a freelancer to that Job if you are busy and can't keep up.

There are so many blog platforms out there. Wordpress, Joomla, Drupal, etc.
The ******** or nofollow would largely depend on the platform and how the webmaster of the blog sets the settings for their blog comment. So it's probably 50/50, but most of the time it will be nofollow.

If you are trying to get do-follow links from blog commenting then install MOZ toolbar in your browser it helps you to inspect whether the existing links are no-follow or do-follow. Then you can do blog commenting only on the blogs which provides do-follow links.

First check whether they giving do folllow link by using commands ctrl+U and ctrl+F. If its no follow.. then check if your comment is not spammy.. it should make some value addition,
