Each traffic source requires cloaking in a different way. For the sake of your accounts and your money, you want to get a solid cloaker for your traffic source.
Google cloaking has to be set up in a different way then native ads cloaking for example. Where on native you may have different rules set up in cloaker vs cloaking on google vs cloaking on FB.
Google and FB are the toughest as they are quite strict and regardless of how well you cloak, your accounts will still get banned although there are neat tricks to help minimize it.
I would not go the cheap route, you want a good cloaker that has the features that you need to bypass the sophisticated bots from the top tier traffic sources if thats where you plan to run.
