If I have a URL like site.com/best-blue-widget, and I add a "today" to the widget(so now it's /best-blue-widget-today), will Google consider it a new page and hence it will have to rank again just like a new page?

Or it's not about the page, but the keyword that you're trying to rank?

Yeah, it's considered a new page.

Just 301 redirect the old URL to the new one and you'll be good to go; Google will just update the URL in the SERPs and you should maintain your rankings.

Agree. With that URL change, a 404 page error will occur. So you need to create a 301 redirect after changing the URL.
