Hotmail/outlook is not that good, because it can be that you can create accounts without phone verification, but when you try to log in to them later, you won't be able to unless you phone verify the accs. When you make a single account or two, this won't happen, only when you start to make more and i guess you need more than one or two accs.
I'd highly suggest looking into Protonmail, Tutanota or other lesser known providers. Those accounts can be made in bigger quantities, when you're asked to phone verify, just switch to a new ip and you can create another 5 or 10 accounts and the best, that when you login to those accounts later, you won't be asked to phone verify them, not in a week, not in a month or a year. I've never had a single account with such issue with any of those two services, while i lost hundreds, maybe thousands of Hotmail/Outlook accs because of the re-verify request. Hotmail and Outlook accounts die fast, maybe they're good, if you need them for e.g. social media account creation and you log in to them on the same day when you created the account, because after that the risk of losing the accounts increases fast.
