Breaking ToS could be seen as a type of hacking but I am not aware of it ever actually being tried as such in a court anywhere. Realistically the chance is high that you would just lose your account(s). If you are to persist with 1000s of accounts for extended periods then you may be subject to a civil suit, it's not very likely but the chance is there.

Uhm no? A total noob in black hat marketing asks if all this is legal .. So hilarious right?
How about the government? What do you say when you need to pay taxes and the government needs to know where and how you made the money? Just reply internet marketing/ads?

C'mon leave the guy alone. At least he's being cautionary. Even if this is "blackhatworld" that doesn't mean breaking the law is ok. What most on this forum fail to realize is thatin the USA at least, any deceptive tactic that is meant to intentionally deceive another party (i.e. cloaking, masking/hiding traffic sources, etc) in an attempt to gain financially is fraud. Because this fraud likely occurs over electronic means of communication (i.e. email, website, electronic payments, etc) that qualifies it as wire fraud. Which is a felony.
Now, sure, most often no one is "big" enough for any network etc to prosecute and most often they ban accounts way before it gets out of hand....but, again, that doesn't mean its not "illegal." Most assume that breaking the "TOS" is a civil issue. Which it is. BUT, it can also be a criminal issue if there was intent to deceive and financially gain. The "deception" part makes it fraud.
P.S. I'm not a lawyer but I've spent enough time in law firms with our business lawyers to gain a very clear understanding of the landscape. Be safe. Stay legal.

Let me guess, you are the kind of person that walks into a fast food and asks if what you ate is good for your health? Because most of the time you offer something to someone for example a new app. And when the person fills in the questionnaire or clicks on whatever fake button .. He gets nothing .. And that can be seen as fraud no?
I'm also a bit worried about taxes. I don't know anything about taxes but I always think these guys ask you "where did the money come from?" ..
