As far as I know it´s easier to get a grey badge than a blue badge on your page.
Also they deleted the easiest way to verify your page to get that blue badge. (Jun 2017)

Blue verified badge is only provided to public figures or companies. Blue badge is something which Facebook decides on whom to give and there is no way anyone else can get it. People selling blue verified pages which is not of public figure or companies have used some trick to get the badge and their page is not safe for buying. I have seen people buying tricked blue verified pages and then their pages have been de-activated by FB in sometime.
