Both of the technique much important for a site.

If your site is a new one you have to concentrate on the content first after that you gradually concentrate on the backlinks.

Content is always important, if you do blogging on other sites do it consistently it increase your traffic and rankings too.

For backlinks you have to get quality links instead of quantity and get links form niche relevant sites.

Concentrate on both and make your content more unique and evergreen.

And one more thing make your meta description unique and suitable to your keywords and brand.

Finally, how much importance you give for content also you have to give for backlinks.

For me if you want to rank your website then you must do 2 things
on page seo
off page seo

Off page seo includes link building. So go for it.
