Buying Reviews - Fraud or Normal

I have seen many people looking for buyers/sellers of review for goods and services here in BHW and other platforms.

Is it not FRAUD and DECEIT? When you have intention to deceive others with fake testimonies.

I value review before but since the sale and buying has increased tremendously I don't check again.

From Amazon, Upwork, Fiverr, Quora Google app and on.
