Ranking A Parasite Page?

Hi BHW!
I have a long tail keyword targeting an upcoming event. Presently, pinterest and facebook profiles/pages are ranking in the first page. From what I've read so far, I learnt parasite pages are powerful enough to rank with mass spam links.
Ok, I also decided to create a parasite page around this keyword. Now my question is, should i build quality backlinks to this page or spam links.
Note: the event is coming up in the next 3-4 month.

So maybe a bunch of URL shorteners, Web 2.0's, profile links, blog comments, SAPE if you're dirty, and then a tier 2 of social bookmarks and GSA links.
