What are the best ad network except adsense?

Hi guys,
I have got 2 questions.

1- I'm thinking of starting a website where I'll be providing links of pirated software. The software won't be hosted at my site so would it a legal problem with adsense?

2- If so, then what are the alternative ad networks that don't give a damn what content you're sharing over your website. And their CPC and CPM should be higher too.

By cloaking, can u elaborate how it's done for monetization by ads? I thought it was only applicable to adwords and google. Please guide me on this.
