Dont use any paid service. Facebook closet all request contact form and here in germany they also updated their help article about the badge. They write that nobidy can buy a badge and they will check each verified page and delete the badges!
Nobody can just get the blue badge. You must verify that you are a famous person like a youtube star with 500k+ follower. Or If you are an artist write some articles and send them to newspaper press (not just online blogs). If a big newspaper print the article about you or your art you have a good chance to get this blue badge.

and as you can read an agency can really request the badges! but it must be a verified media partner and there isnt a list of the agency´s

Gray Verification is super easy to get. You usually can get this in about 30 days after your page is made. Now, Blue tick verification is a little harder to obtain, and requires a little bit more finesse. You can accomplish this by the auto verify, or via submitting a ticket. Keep in mind usually with the auto verify it will never work for blue tick. Most of time if anything youll get gray tick.
hint: you can get gray tick but getting an EIN(irs.gov), then submitting it to facebook.
