Hoping you could help me, I've got the following keyword difficulty and I was wondering what SEO tactics you would use and how effective they'd be.

Difficulty according to SEMRush:

90%
85%
80%
75%

So far I'm writing guest posts on Moz 20-30 Ranked domains with a backlink using the keyword as anchor text, with two other reputable links in the article.
 
Why are you trying to rank for keywords that have high difficulty? Get the experience and the money first, then try to rank for a more difficult keyword. That's just my two cent.
 
There's no one specific SEO strategy for rankings keywords, although a quite popular one is to analyze the link profiles of your competition and replicate what they've done, but on a bigger scale with stronger links.

Scale it up 432x and you'll be golden. That's how you fight against tough competition.

I will help you to rank your keyword. But cant say without know about your competitor metrics and their SEO.

as far as i concern, keyword difficulty in semrush is not exact one so if you okay and need, we can check the keyword competition in our tool and let you know.
Dont worry its free only. Here we check manually also.
 
Don't rely on one tool, check it using another and then manually look at the competition.
 
It's best to go for the low competitive keywords. And, if you want to check the difficulties of the keywords, first check it with the different tools and see what those tools showing the difficulties. Then, analyze well and come to the decision.
