Im from Russia when I want to upgrade it ask me about VAT
I dont have VAT NUMBER SO can I upgrade???????

Yes, when I upgraded my account to Jr. Vip. I didn't had a VAT number. So I did it on this way:

"Please note - it may take up to 7 days for your payment to be processed!". That's a note on the "account upgrade" page. I got my Jr. Vip instant after my payment.

You can contact the support in the bottom. Just give them some time, they will answer here soon. If they don't approve your request, you don't pay.

It is pretty rare that someone would not get approved but you can put a support ticket in at support.blackhatworld.com

VAT is for EU businesses.

as you're Russian don't worry about it.
