youtube shadow ban

This is a great video: I'm definitely noticing way less YouTube shorts views than before.

It isn’t a shadowban in the traditional sense, but rather YouTube’s testing mechanism at work. If they don’t pass the test—through high engagement and retention—they get parked, stuck at that ~500 limit.

What criteria does Youtube use to decide which channels are granted monetization and which channels are denied? I ask this question because I see many channels identical to mine, and of all these channels, I see that only some are monetized while the others are not, and that makes me wonder why...
