penguin update solutions

My site got hit by Panda / Penguin last year never really made a full recovery and again this 2.0 update recently.. With the traffic so low at the moment and the time and cost involved to try to repair the site , even tho no quick fix.... i currently have about 13,000 backlinks my visitors...
