Expert advise needed for running multiple Adwords US accounts from non US location. How can i manage without getting banned. Please help me.

Is it possible to have 2 different adwords account setup under different names, but adding fund to them with the same card/bank account? So if John has an adwords account, can Bob send his money from his bank to John's adwords account?
